November 2002

REGISTRATION COUNCIL FOR CLINICAL PHYSIOLOGISTS

UPDATE

There have been major advances and changes within the RCCP in recent weeks.

§ A copy of the RCCP Directory with all registrants to July 2002 has been sent to all HR departments asking them to promote the register and encourage their staff to join.

§ A copy has also been sent to all hospital departments with registered members. The Directory is updated regularly and the complete and up-to-date register is available from www.rccp.co.uk

§ Additional copies of the Directory are available to members of the Register free of charge. Please forward a large S.A.E. with stamps to the value of 87p to the address above.

§ A meeting has been requested with the Health Professions Council (HPC) to pave the way to state registration.

§ We have established all the requirements for petitioning for State Registration and plan to do so in early 2003 when petitions are being accepted by the Health Professions Council (formerly the Council for Professions Supplementary to Medicine).

§ A petition made without the support of those it represents will not be successful. If you want to be ‘State Registered’ you must demonstrate this by completion and submission of an application form to the Registration Council for Clinical Physiology (find one at: www.rccp.co.uk)

§ We strongly advise that applications to RCCP are submitted by 31st December 2002 in order to avoid the substantial increase in registration fees.

March 2004

The following statement was also circulated...

'IBMS (Institute of Biomedical Science) Council were recently informed by the Health Professions Council, that NHS Trust Chief Executives would be liable to prosecution if they knowingly employed non-registered biomedical scientists in their laboratories. 

In the past, a blind eye has been turned to this issue due to the recognition that recruitment and retention of this staff group was problematic, particularly in the South East.

This flexible approach will no longer be tolerated apparently. This is likely to hold true for other State Registered professions. No doubt CEO's will need to be cautious in the future and it is likely that this will affect recruitment policy for registered professionals.'

July 2004

There seems to be some confusion regarding information supplied in the recent RCCP newsletter regarding the deadline for receipt of applications to guarantee they will be processed in time for the transfer of the Register to HPC.

Please note that this deadline relates only to PROCESSING of applications and does not mean that applications received after this date will not be accepted onto the register.   Every effort will be made to ensure that all applications received prior to transfer to HPC will be processed in time.

 As stated in the newsletter 'we will continue to receive applications until the register transfers'.

Due to the huge amount of  new application forms that have been received over the last couple of weeks, any queries relating to whether individual applications have been received at RCCP HQ must contain the cheque number as this is the quickest way for us to identify receipt of individual forms.

Good news: Final and formal approval for regulation of Clinical Physiologists with Health Professions Council

At their council meeting in October 2004, the Health Professions Council (HPC) recommended the regulation of four aspirant healthcare science groups, including Clinical Physiologists. We have now received a copy of the letter sent by Marc Seale, Chief Executive of HPC, to John Reid, Secretary of State for Health, informing him of their decision specifically with regard to Clinical Physiologists. This is a milestone for our bid for regulation under HPC.

The second part of the process now begins; The Department of Health (DH) will soon start to the draft the legislation and accompanying consultation document. This is a complex process and there is a great deal of work to be undertaken particularly by RCCP and DH. RCCP is currently working with DH on terms of entry qualifications and as soon as these are agreed, they will communicated to you via Professional Body newsletters and the RCCP web site.

It is impossible to put an exact date on when this process will be complete, but we have been assured by the Department of Health that we are still on track to achieve regulation late in 2005.

Please note RCCP will continue to operate as a registration council until the register transfers to HPC and will be accepting applications until this time. However, I must emphasise to everyone that although applications can be processed within two months of receipt, some applications take much longer, frequently in excess of six months, due to problems related to the applicants’ form or to the sheer volume of applications being processed within some disciplines.

Guidance on Qualifications - November 2004

Guidance agreed between the Department of Health and the Registration Council for Clinical Physiology (RCCP) to address approved qualification issues around regulation for individuals training in the disciplines of audiology, cardiology, gastrointestinal physiology, hearing therapy, neurophysiology and respiratory physiology.

Statement on CPD Guidelines - April 2005

Many apologies for delay in the CPD guidelines. CPD guidelines are awaiting final feedback from professional representatives and will be posted on the web site by 30.4.05. Most registrants will have been taking part in CPD activities for some time and therefore this will not be new to them. 

For registrants new to CPD we advise that you log onto HPC web site and look at the CPD consultation appendices 1 & 2 (http://www.hpc-uk.org/consultation/cpd/cpd_consultation_document.pdf) This gives a list of examples of CPD activities and evidence which is an excellent starting point. 

Registrants are advised to keep a note of any CPD activities in a portfolio (or any safe place), in case they are needed in future for proof of CPD either by RCCP or HPC.

Registration Fees 2005 – 2006

Dear Registrants,

Thank you for the support you have given to the RCCP. As you will know, both from our web site and from your own professional body forum, we are now within sight of our goal of achieving a State Registration vehicle for clinical physiologists; the suggested timetable for transfer of the register is late 2005 or early 2006.

There is still a tremendous amount of work for the council members and executive to complete during this period with both the Health Professions Council and the Department of Health, and we will also of course be keeping the voluntary register open for new applicants.

We have managed to keep the renewal registration fee capped for two years but regrettably, due to the expected work still to be completed and to an increase in our administration costs we have had to increase the registration fees from 1st May 2005.

Renewal of Registration £20.00

New Applications £45.00

In addition, any new applications, which are incomplete and have to be sent back will incur a further £10 fee to cover the additional administrative costs. We will also charge a fee of £5.00 for replacement of certificates lost by registrants during the registration year.

We appreciate that, especially for new applicants, these fees represent a considerable expense. However HPC has now raised "grandparenting" administration costs to a minimum of £200 per applicant on top of the registration fee, and those applicants who are called for an interview will have the additional expense of the costs of the review panel and their own travelling expenses.

RCCP still gives value for money when compared with HPC and we urge all of you out there who have not yet applied to join the Voluntary Register to do so with some urgency.

Regulation Update -

 

In response to a request for an update from DH the following statement was received in an email from Pat Saunders:

 

                        'As a number of you have been making enquiries of the forthcoming timetable for regulation I thought it best to inform you of the current position.

 

                        Existing commitments to legislate by Section 60 Order will be honoured and this includes healthcare scientists.  Following the publication of the Review on Non Medical Regulation, you will be aware that consultation on the proposals closes on 10 November and you are encouraged to respond.  The exact timetable for publication of the HCS consultation closes, but will nevertheless be dependent upon outstanding necessary work being completed.  We will be arranging follow up meetings with aspirant groups in due course.'

Delay in Regulation - Letter from Department of Health

 

RCCP has received a letter from Professor Sue Hill, Chief Scientific Officer, Dept of Health and Nick Clarke, Head of Health and Social Care Regulation, Dept of Health explaining the delay of regulation for Clinical Physiologists on the voluntary register :

 

                        'Healthcare scientists remain a priority for the introduction of statutory regulation.  However, for the reasons set out above [See full text of letter], this is now not likely to take place before 2009. In the meantime, it is important that the infrastructure supporting registration arrangements remains in place and that practitioners continue to be held on voluntary registers in the interests of public protection.'

Healthcare scientists and regulation

A letter on the current status of regulation of aspirant healthcare scientist groups and the delay in formal regulation has been issued by the Department of Health.  This letter also encourages employers to ensure staff are encouraged to make use of the voluntary register.
